“Illegal constructions will not be permitted in the Colombo District; Political agendas are the reason why people are caught in the disaster” – Prime Minister

Prime Minister Harini Amarasuriya asserted that permission will never be granted for illegal constructions or settlements built in the name of development that endanger people in the Colombo District.
Speaking at the District Disaster Management Committee meeting on Tuesday (9th), she noted that the impact of natural disasters in the district was exacerbated by unplanned constructions and decisions driven by personal political agendas.
Although the damage in Colombo was lower compared to other districts affected by the recent cyclone, she emphasised that a special intervention will be undertaken with relevant institutions to control future flooding.
The prime minister added that annual floods cannot be allowed to become a part of the normal lives of the people of Colombo.

Thinakkural The Jaffna Magistrate’s Court has ordered former President Gotabaya Rajapaksa to submit an affidavit explaining the specific security threats preventing him from appearing in person to testify regarding the disappearance of Lalith and Kugan. This directive was issued after Rajapaksa’s lawyers requested permission for him to testify via online methods during the hearing held yesterday (10th). The case concerns the abduction of activists Lalith Kumar Weeraraj and Kugan Muruganandan in the Avarangal area in December 2011. Consequently, the magistrate postponed further hearing of the case to February 6. |
“The issue of seeking justice for our relatives is being blunted through various problems in every period” – Relatives of the disappearedThinakkural President of the Batticaloa District Association of Relatives of Enforced Disappearances, A. Amalanayaki, stated that the quest for justice for their relatives is being blunted by various emerging issues. Speaking on International Human Rights Day, she claimed that while the current government is praised by many, it remains “incapable of establishing a justice mechanism for the disappeared” and “continues to act with racism.” Amalanayaki noted that since the government has refused to subject the army to investigations, they are seeking a solution through an international mechanism. She further pointed out that despite evidence surfacing in places like Chemmani, memorials are being destroyed, proper inquiries into mass graves are absent, and threats against journalists continue. Highlighting that over 350 mothers have died waiting for justice, she urged the international community to intervene through an expert panel. |
Easter Sunday Attacks: Bail for those accused in connection with the conspiracy and bomb manufacturingVirakesari The Colombo High Court granted bail to four defendants held in remand custody for allegedly conspiring to manufacture 21 bombs used in the Easter Sunday attacks. High Court Judge Rasmi Singappuli released the accused on a cash bail of Rs. 50,000 and two surety bails of Rs. 1 million each, while imposing an overseas travel ban and requiring them to report to the CID monthly. The attorney general had filed indictments under the Prevention of Terrorism Act (PTA) against six individuals for manufacturing the bombs between January and March 2018 under the guidance of suicide bomber Mohamed Ibrahim Inshaf Ahamed. It was noted that the first suspect had already been granted bail, while the sixth defendant passed away in prison. |

Opposition Leader’s office also commences gathering disaster information

A Disaster Information Centre was launched yesterday (10th) by Leader of the Opposition Sajith Premadasa, at the Office of the Leader of the Opposition, located on Marcus Fernando Mawatha, Colombo 7, to compile information on areas affected by the adverse weather conditions.
The Office of the Leader of the Opposition states that the primary objective of this is to gather information on the affected areas at the Grama Niladhari (Village Officer) level.
The Office of the Leader of the Opposition also says that facilities have been provided for affected persons to directly report their issues and needs to this information centre via telephone and WhatsApp.

He made this statement at a media briefing held yesterday (10th) in Kandy. Kodikara further stated that Grama Niladharis in certain areas across the island are being seriously pressured to take steps to issue the relevant forms for disaster loans even to associates of the NPP’s regional politicians and activists who have not been affected by any disaster. |
“Provide information on houses that were damaged by the disaster” – Minister Susil RanasingheDinamina Minister of Housing, Construction and Water Supply Susil Ranasinghe stated that data of affected high-risk areas will be collected through a digital application to assess resettlement and damages caused to houses. He added that around 4,600 houses have been completely destroyed by the disaster, while approximately 76,000 houses have been partially damaged. Ranasinghe added further that since the people from these damaged houses cannot be resettled in the same high-risk zones, it has become necessary to identify the people who were living in the high-risk zones and gather data and information regarding the area where they should be resettled. |
Sri Lanka receives 35 MT of aid from Russia

The Russian Federation delivered a consignment of aid weighing 35 metric tonnes to assist Sri Lanka’s disaster situation.
The aid arrived yesterday (10th) at Katunayake Airport aboard one of Russia’s special cargo aircraft.
A mobile power station, vegetable oil, sugar, rice, and a stock of tents were brought in by the aircraft.
Several officials, including the Ambassador of the Russian Federation to Sri Lanka, Levan S. Dzhagaryan, and the Minister of Ports and Civil Aviation, Anura Karunathilaka, were present at the Katunayake Airport.

The legal proceedings concerning the 2012 Greek Bond scam have concluded with the Colombo High Court issuing a conditional release for former Central Bank Governor Ajith Nivard Cabraal.
The court’s decision follows a formal request by the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) to withdraw the charges.
Under the High Court order, the three other defendants linked to the case were fully acquitted and released without condition.
The charges against Cabraal and the co-accused stemmed from allegations that the 2012 investment in Greek Treasury bonds resulted in a loss exceeding Rs. 1.84 billion to the Sri Lankan government.
CIABOC announced that the withdrawal of the indictment against Cabraal is contingent upon a hefty financial stipulation.
The former governor is mandated to remit Rs. 1,843,267,595.65 into the Central Bank of Sri Lanka’s account as a penalty.
This payment must be executed within three months from the date the indictment was formally withdrawn, in accordance with Section 67 (3) of the Anti-Corruption Act.
Accordingly, issuing a statement, CIABOC explicitly stated that failure by Cabraal to deposit the specified sum within the stipulated period will trigger further legal action.
In such an event, the commission will proceed against him under Section 67 (5) of the Anti-Corruption Act.

The government confirmed that Rs. 1,893 million had been received by yesterday (10th), for the ‘Rebuilding Sri Lanka’ Fund established to provide relief to the people affected by Cyclone Ditwah.
Secretary to the Ministry of Finance, Planning, and Economic Development, Dr Harshana Suriyapperuma, stated that a large number of people, including Sri Lankans from approximately 39 countries around the world, have contributed money to this fund.
The secretary further pointed out that this amount of financial assistance was received from foreign and local sources, as well as from expatriate Sri Lankans and various institutions, for the ‘Rebuilding Sri Lanka’ Fund.
This programme was initiated with the objective of restoring the country from the disaster caused by the cyclone and facilitating the payment of insurance compensation for businesses and property damaged by Cyclone Ditwah.
