“Completely settle the payments for cleaning houses within this week” – President

President Anura Kumara Dissanayake instructed officials to complete the payment of the Rs. 25,000 allowance for cleaning flood-affected houses within this week during the 16th session of the National Council for Disaster Management held yesterday (15th).
The council, attended by Prime Minister Harini Amarasuriya and Opposition Leader Sajith Premadasa, discussed amendments to the Disaster Management Act, No. 13 of 2005 and plans to construct 8,000 houses by the end of 2026 for those living in high-risk zones in the central hill country.
The Director General of the Disaster Management Centre noted that Cyclone Ditwah affected 2.2 million people and fully damaged 6,164 houses.

Thinakkural Pivithuru Hela Urumaya (PHU) Leader Udaya Gammanpila claimed that the international community, including superpowers like the US and China, has abandoned Sri Lanka following Cyclone Ditwah, asserting that the country has become an “international orphan.” Addressing a media briefing yesterday (15th), he highlighted that while the estimated damage stands at USD 6.5 billion, only USD 11 million has been received in aid so far, which constitutes a mere 0.17% of the reconstruction costs. Gammanpila contrasted this with the 2004 tsunami relief efforts, where 87% of the funds were secured through foreign aid, and criticised Minister of Foreign Affairs Vijitha Herath for failing to garner similar international support compared to the late Lakshman Kadirgamar. He further pointed out the significant drop in contributions from major powers, noting that the US provided USD 134 million during the tsunami but only USD 2 million for the current disaster. |

Intense security for places of worship ahead of the festival; More than 2,500 police officers on duty in the Western ProvinceThinakkural, Thamilan Police Media Spokesperson ASP F.U. Wootler stated that special police security has been provided targeting cities and places of worship in view of the festive season, with over 2,500 police officers deployed in the Western Province alone. Reissuing of birth and marriage certificates destroyed by disaster begins: one million certificates ruined

Registrar General Sasidevi Jaladeepan stated that the birth and marriage registration certificates of over one million people affected by the recent landslides and floods have been destroyed.
Jaladeepan added that the government aims to issue the birth and marriage registration certificates to this group before next January, and mobile service programmes have already been launched to provide replacement birth and marriage registration certificates.

The budget received 17 votes in favour and 19 votes against. The 17 councillors of the NPP, who hold the governing power of the Galle Municipal Council, voted in favour of the budget. UN Population Fund provides Rs. 2,490 million for protection of distressed women and girls affected by the cyclone

The United Nations Population Fund (UNFPA) has taken steps to implement a programme to establish a fund of Rs. 2,490 million (USD 8.3 million) to protect women and girls affected by Cyclone Ditwah.
The UNFPA states that following the cyclone, which caused devastating floods and landslides across Sri Lanka, it is implementing this programme to provide urgent, life-saving assistance to women and girls whose health, safety, and dignity are increasingly at risk.

Schools to reopen in six provinces following the cyclone: 640 schools will not be opening today

The second phase of the third school term for 2025 will commence today (16th) for government and government-approved private schools and pirivenas of six provinces.
Although the second phase of the third school term was initially scheduled to begin on December 8, the Ministry of Education postponed the reopening of schools due to the disaster situation caused by Cyclone Ditwah.
However, the Ministry of Education stated that 640 schools in three provinces will not reopen today (16th).
Secretary to the Ministry of Education Nalaka Kaluwewa stated that schools in the Uva, Central, and North Western provinces will remain closed.

The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) informed Colombo Chief Magistrate Asanga S. Bodaragama yesterday (15th) that former Minister of Power and Energy Arjuna Ranatunga would be arrested and produced in court, in relation to an investigation into arbitrarily intervening in the tender process for purchasing crude oil required by the country, thereby causing a loss of Rs. 800 million.
The Bribery Commission stated this while producing the former Chairperson of the Ceylon Petroleum Corporation (CEYPETCO), Dhammika Ranatunga, who was arrested as the first suspect in the incident, in court.
The Commission, presenting a further report, stated that former Minister Arjuna Ranatunga would be named as the second suspect in the incident, but he could not be arrested as he is currently abroad.
Colombo Chief Magistrate Asanga S. Bodaragama yesterday (15th) ordered the release of former CEYPETCO Chairperson Dhammika Ranatunga, who was arrested yesterday in connection with this investigation, on two surety bails of Rs. 1 million each.
