New resolution in September; UK high commissioner tells Sumanthiran that core group of countries has taken steps

A discussion was held between British High Commissioner to Sri Lanka Andrew Patrick and General Secretary of the ITAK M.A. Sumanthiran in Jaffna on Tuesday (17th). The high commissioner told Sumanthiran that a new resolution on Sri Lanka will be brought by the core group of countries at the upcoming September session of the UNHRC, adding that talks should begin now with other member states seeking support for the resolution. They also discussed the issues of the failure to fully release lands as promised by the government, the failure to release political prisoners, the lack of progress on accountability and the failure to maintain the approved due process regarding the excavation of mass graves.

Delivering a statement on behalf of the Sri Lanka Core Group for the Interactive Dialogue on the High Commissioner’s Annual Report, UK’s Human Rights Ambassador Eleanor Sanders welcomed the holding of local elections in Sri Lanka in May and the more peaceful approach taken this year towards events commemorating the loss of life at the end of the armed conflict in 2009. She added that they remain concerned by the government’s limited progress in fulfilling its commitments on human rights, accountability, reconciliation, good governance and constitutional reform. Sanders also highlighted longstanding impunity, the continued application of the Prevention of Terrorism Act, and called to address the many unresolved cases of enforced disappearances by reinvigorating the Office on Missing Persons.

Addressing parliament on Tuesday (17th), ITAK MP Thurairasa Ravikaran stressed that the exhumation of the
Chemmani mass grave should be carried out in full and in a transparent manner. He added that the Tamil people have suspicions that the disappeared persons were murdered and buried. He noted that during the Krishanthy Kumarasamy trial, military personnel Somaratne Rajapakse testified before the court that around 600 other bodies were also buried at the Chemmani site. He further added that the exhumed skeletons seem to have been hit, killed and buried naked.

 

Express solidarity with victims – Five international organisations urge Volker Türk

Five international human rights organisations, namely, Amnesty International, Asian Forum for Human Rights and Development, Human Rights Watch, International Commission of Jurists and The Sri Lanka Campaign for Peace and Justice have, in an open letter, jointly urged UN High Commissioner for Human Rights Volker Türk to use his visit to Sri Lanka to stand in solidarity with victims, survivors and their families, and to reiterate that international scrutiny and involvement – including evidence gathering by the Sri Lanka Accountability Project (OSLAP) – remains indispensable in the absence of any credible domestic steps to advance accountability.

“I condemn the G7 communiqué that protects Israel” – Wickremesinghe states in Russia

Former President Ranil Wickremesinghe criticised the recent G7 communiqué justifying Israel’s attack on Iran as self-defence, and stated that it should be rejected. Wickremesinghe also stated that the attack took place during ongoing U.S.-Iran negotiations. Speaking at the Valdai Discussion Club roundtable in Saint Petersburg, Russia, Wickremesinghe described the current global context as the dismantling of the existing global order and the rise of a multipolar world. The former president added that alongside the powers in Asia, Africa, Eurasia and Latin America, alternative power structures are emerging in the form of non-state actors, military actors and even the multilateral organisations such as the IMF. He stressed that these influential forces are responsible for shaping the global order.

Torturing of a youth brought to the police: Two former OICs to pay Rs. 2 million in compensation

The Supreme Court (SC) ordered two former OICs attached to the Uragasmanhandiya Police Station to personally pay Rs. 2 million in compensation to an individual who was illegally arrested, detained and tortured in 2019. The SC ordered that the compensation be paid in full from the personal funds of the two police officers within six months of the date of the judgement.

“Bus permits to follow tender procedure” – Bimal Rathnayake

Minister of Transport, Highways, Ports and Civil Aviation Bimal Rathnayake stated in parliament yesterday (18th) that route permits will not be issued in the future without following the tender procedure. The minister added that issuing route permits for buses had been operating over the past several years as a corrupt and mafia-like system, and that the majority of the staff of the National Transport Commission (NTC) had acted in this manner. Rathnayake made these remarks while responding to a question posed by Kurunegala District NPP MP Sujeewa Dissanayake regarding the operation of buses under the NTC. The minister also stated that an audit had been conducted in the past regarding the issuance of bus route permits, and that there is an expectation to reveal those findings to the country in the future, and that henceforth, no route permit will be issued without a tender process.

 

CID investigations on Gammanpila, who said that the president went to Germany to meet the LTTE

The Criminal Investigation Department (CID) informed the court yesterday (18th) that a broad investigation has been initiated against Leader of the Pivithuru Hela Urumaya (PHU) Udaya Gammanpila over attempts to incite public anger and unrest by spreading false statements regarding President Anura Kumara Dissanayake’s official visit to Germany. Officials of the Cyber Crimes Investigation Division and the Internet Surveillance and Intelligence Unit of the CID informed the Colombo chief magistrate that the investigation was initiated based on a complaint lodged by President’s Senior Additional Secretary Subhash Chaminda Roshan on June 13.

Former Minister of Health Keheliya Rambukwella, his wife Kusum Priyadarshini Epa and their daughter Chandula Ramali Rambukwella were remanded after being produced before the court yesterday (18th). The individuals, despite being granted bail by the Colombo Magistrate’s Court, were placed in remand custody due to their failure to fulfil the bail conditions. The three individuals were arrested by the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) in connection with an investigation conducted under the Prevention of Money Laundering Act. Accordingly, each suspect was ordered to be released on a cash bail of Rs. 50,000 and three surety bails amounting to Rs. 5 million each. The Colombo chief magistrate also imposed an overseas travel ban on former Minister Keheliya Rambukwella, his wife and their daughter. However, as the suspects failed to fulfil the bail conditions, they were remanded.

The government party yesterday (18th) approved a request made by Leader of the Opposition Sajith Premadasa to hold a debate regarding the effects the Israel-Iran war could have on Sri Lanka. Subsequently, Leader of the House Bimal Rathnayake announced that the debate can be held at 3.30pm. Additionally, Kalutara District SJB MP Ajith P. Perera, who proposed the debate on the tense situation between Israel and Iran, was absent from parliament at the time the debate was taken up. Accordingly, Deputy Speaker Dr. Rizvie Salih announced that parliament will be adjourned until 9.30 am today (19th) and that the debate would be postponed.
